to ride a quad with an adult?

We have new neighbors who ride dirt bikes and quads all of the time. Some of the kids look like they're barely old enough to hang on (like under two, maybe). I'm not sure how old they are but at least they're wearing helmets.

We could not go out with an adult until we were ten. And we had to be at least 14-15 until we could ride by ourselves, but that was with adult supervision. My parents didn't let us take them out ourselves until after we left home.
Something to do with that whole "feeling invincible" and "brain not fully developed and therefore at a disadvantage when making life threatening decisions" thing.

I personally would not let my child ride with an adult until they are at least 8 or 9. Without an adult would be 16 or older.
Honestly though I would prefer my kids to just stay away from quads in general. My dad is a fireman and EMT and he has seen a lot of people injured badly in quad/atv accidents.

For me, it would depend. If it was just a really slow trip around the yard, I'd say maybe 2. If it were a "real" ride with fast speeds, sharp turns, and bumps, I'd say at LEAST 5 or 6 with an adult, and probably even older than that. Without an adult, it would be whatever the age is in that state for that engine size, and I would make them take the safety course first. I know that in Texas you have to be 14 to operate an ATV without adult supervision. Obviously not everyone follows that rule, but they should.
And helmets are not optional IMO. Not even for the 2 year old taking the slow trip around the yard.
ETA - And I would only yet a child that young ride (even at the slowest speeds possible) if they were sitting in front of the adult, and being held on to. I would never trust a small child to sit behind someone and hold on to their waist or something.
I used to think that too. Then about a year ago, a two year-old in my area was riding on one with his dad, moving very slowly. His (EMT) uncle was walking alongside. The little boy hit the gas, the dad flew off, and it slammed into a tree, killing the little boy.
I rode them when I was little, and my brothers both ride ATV's, one professionally. But my kid on one? No way.
