Around 3 months. Both of my Lo's had very good neck/head support by 3 months. I felt comfortable putting them in a stroller without the car seat. Plus they both hated the infant car seats.
I used the car seat adapter well past 6 months with both kids, but if you are just planning to walk (not run) I don't see why it would be an issue to stop using it earlier. I defintely wouldn't run without the adapter before at least 6 months though. It isn't only about head/neck control, it is also about their back muscles not being strong enough.
Also, I'm not sure which jogger you have. I have the BOB Ironman and it seemed very difficult to get the straps tightened down small enough when they were infants.
I think we started walking with him not in the carseat adapter at 6-months, and running around 8. I'm sure he would have been fine earlier, but I liked being able to see him!

Maybe it depends on the jogger but I wouldn't have put kiddo in without the carseat until 5 months when he could sit well on his own for walking or running - it's just not designed for infants who can't sit as it has little back support.
I have a double BOB, and the instructions said to wait until 8 weeks to walk and 8 months to run. We had our first walk at exactly 8 weeks (pics in my blog), and it was WONDERFUL. I heart that stroller. I plan to wait to run until next spring, at least.

I walked with DD1 at 5 days in a jogger.
I have walked with #3 in both the single and the double jogger.
