I don't what the income limits are, but it's worth a look.  Her posts also mentioned writing a heartfelt letter about what she has been through to go with the application.

    Thank you so much for thinking of me.  Everyone has just been so kind in trying to help me find answers to my problems.  I am getting ready to write up a post after I catch up with everyone's news.
