I never made a butterfly mobile but did make a pinwheel one.
For the fishing line, I was lucky DH already had some in his toolbox. However, you can find them at your nearest hardware stores like OSH, Home Depot, Lowes, even at Target and Walmart. You might find some in the beading section of craft stores too.
As for the hoops, I just used the needle point wooden hoops at craft stores like Michaels. They are super cheap.
I remember scrolling the selection of scrapbook paper to pick for my mobile and did come across a butterfly shaped hole puncher that was of good size. There are several shapes available. That might be an idea if you can't find the pre-cut ones.
I'm still making mine and it will be birds instead of butterflies but anyway... I got everything at Michaels.
A) I found it in the jewelry section. There was the stretchy stuff, wire stuff, and also the clear stuff. But it did take me a few minutes to locate it.
Embroidery Hoops. I bought 2 sizes- if that doesn't look full enough, I will go buy a 3rd.
C) Since I'm doing birds, mine was a little easier. I had this bird statue already so I traced it and it worked perfectly. I don't know that I could cut all those butterflies by hand!
I had to handmake my butterflies. The punchese were just too small. I made a template out of cardstock and just traced it over and over. Time consuming, but easy.

I bought pink butterflies in the wedding section at Michaels next to the rose petals. All they had was pink, though. There were solids and sheers. I hotglued the sheer to the solid to give them a dimensional effect.
