Tried searching on google but feel i am just wasting my time, would anyone here know?

    You might also find them under balloon valances too.

  • Hobby Lobby has a handout on how to make them if you sew. My local store had them hanging with the curtain rods and accessories.

  • It doesn't look 100% like balloon shades to me! But the picture is fuzzy, if you can't find balloon shades that you like, try searching for austrian shades, that's what it looks like to me.

    p.s. I make custom window treatments as part of my design business.
