I like Athena better than Althea - for some reason I just find it easier to say. I think it sounds okay with Penelope as a sibset, but if I were you, I'd keep looking. Penelope sounds more spunky to me whereas Athena sounds more fluttery pretty...if that makes any sense.
They're all Greek names, so yeah - it's works. Some might think you're a big mythology buff/geek, if they make that connection. Are you thinking of Althea being pronounced Al Tay uh or Al thee uh?

I think they work well as a sibset, but don't like that Athena and Althea are so similar, while Penelope is an obvious standout. I have a rule of "all the same or all different" for sibling names. I know it's just my own rigid personality, but I can't stand when two siblings share an initial and the other is excluded, or two siblings have obviously matched names (Violet and Scarlet) and the third does not (Oliver). It really irritates me . . . but that might just be me.
It would be Penelope and Althea OR Penelope and Athena.
DH likes Althea and Athena both. He's kinda into mythology, but neither of us are Greek. We are really both a mixture, he's German, Polish and English and I'm Italian, Irish, German, Scandinavian. None of our families have any real ties or traditions to their heritage if that makes sense.
DH says ick to everything I suggest, so I'm really trying to make any effort I can to be on board with ANYTHING he suggests, and I actually like these two. However, If we were to have a boy, I don't know that we would specifically follow a Greek trend, so it make not be a good idea to start it.
I love them all, and I dont think Penelope, though being Greek and mythological. "screams it" so that you'd have to name a potential son Zeus or whatever. ;-)

But I agree with you that if you plan on having any more children, you may want to rethink starting a trend. The Duggars didn't intend to start a trend either, but after Joshua and twins Jana and John David, what else could they do? They never knew how many they would have, and they didn't want the last one to be the odd one out.
Yeah, the boys names I like are somewhat different, too. I really like Judah, Gabriel and Luca right now. Those were just two names my DH likes and I thought they worked but wanted some opinons. I prn it Al-THEE-ah.
I have a niece named Helena so those similar sounding names never made it into my mind as possibilities.
DH is so hard to work with. Everything I suggest is an "old lady name" and then he goes and suggests Charlotte, Jillian, and Magdalena. Talk about different styles. I like Charlotte, but our last name starts with T and it really runs together.
Eleanor "Nora" is #1 on my list but he's like "she will HATE you". I don't really agree with this, but it tells me he's probably not going to be on board anytime soon.
Hmmm... definitely don't go with Charlotte then. If he likes Magdalena, what about Margaret? I don't even know if you like that, but it's an "old lady" name that I really adore. And there are so many great nn's for it that he could probably get on board with, like Maggie, Maisy, Margo, Molly, Daisy and Peggy.
Aside from that, I would say instead of both of you just throwing names out of nowhere, try printing out two copies of the top 1000. Then each of you go through it separately and cross off names you can't live with. Whatever's left is your common ground. Go through those names one by one and seriously consider each one together. Write notes on it, and keep the list handy so that when you go back to look for middle names, you can pick something that you both like, rather than the typical Grace, Claire, Rose, Marie, Jane or Elizabeth.

When I hear Penelope I think French. Athena is definitely Greek. Not sure about Althea.
The styles are a little different, but I think they work as sibs. I like Athena best.
