Both SO and I really like the name Annabelle. My only problem is my cousin's little girl is names Anna and my niece is Isabel. Do you think that Annabelle is to close to their names? Would it be confusing?
I think that's really pretty. I can see where you'd think it was too close to both but I guess it just depends if you would be bothered by it. Personally it wouldn't bother so I say go for it!
It's fine. My name is Andrea, my cousin is Andrew. We never had any problems except once at Christmas, our gifts were swapped because the "w" looked like an "a". Aside form that, no confusion.
IMO, I say go for it. I think the name is pretty and your relatives should not keep you from using it if you and your DH love it.
Although, I come from a family that uses the same three names for children. I grew up with 6 cousins, uncles, etc named John, James, or Rutledge, (my Grandfather was James, my dad was Rutledge to add to the confusion) and the 10 female cousins, aunts, etc are all named Kathryn, Sarah, and Mary (My two sisters have those names as well). You talk about confusion at family GTGs!
I don't think it would be confusing, however you might want to ask yourself if it would be insulting to them.
I don't understand this comment...
My daughter's name is Anna and I would find it a little annoying if a cousin named her child Annabelle. It seems like name-stealing. They may not feel the same way, but that's how I'd feel. (Of course, this depends on how close your family is. If you have a close family, then it's a no-no. If you meet once a year for Christmas, then go for it.)

And what if she named her Hannah? Or Dianna? Or Brianna? Or any of the other hundreds of girl names that have the 'ana sound in it?
I think the whole "name stealing" thing is dumb, especially since there are families like the previous poster mentioned where everyone does have the same name. Annabelle is not the same name as Anna. Nobody owns the name Anna. 7,000 people named their child that last year. Especially Second cousins!
I think it would only be a problem if you plan on calling her Anna as a nickname, since then there would be two Anna's at family gatherings. Of course, if you never see her or only see her like once a year, it still may not matter. Good luck!
