I don't know all the details, obviously, but had she came up to me and said, "I see she's fussy, mind if I walk with her for a few minutes to give you a break?" SURE.
That said, I wouldn't have smacked the baby on her face. But I can see getting frustrated with a fussy baby on an airplane.

The parents were arguing and the mother slapped the baby in the face because she was crying.
Who the F smacks a 13 mos old in the face? I'm glad the flight attenden helped that baby, maybe it'll make that mom think twice.

When I flew alone with DS, the flight attendants were so nice and held DS while I went to the bathroom
And they said they concluded it was an isolated incident.
BUT that black-eye-from-a-dog just doesn't add up, IMO.
I sure hope the local CPS follows up on that one.

If the *** who hits a child in the face like that in public can you imagine what she's doing in private? Trash.
2 things come to mind immediately when I read this.
1-If she smacks her 13 month old in the face on a plane full of people who are obviously watching her, WTF does she do to the kid at home?
2-She is damn lucky the flight attendant just took the baby to try to help. Had that been me I would have most likely smacked her face before taking the baby.
I will NEVER understand why people hit/smack a baby/ very young child to get them to stop crying/fussing. When a baby is in pain it cries....smacking hurts therefore causes MORE crying. Try soothing the baby instead of beating it.
Thank God that flight attendant stepped in. That poor baby. Like a pp said...if she smacks it in plain view of hundreds of people on a plane I wounder what she does in the privacy of her own home. God be with that child. I hate to imagine the 2's and 3's with a mother who smacks a 13month old for fussing.
