Books. When people asked me what DD wanted for her 1st birthday I said books. I'm so glad we did because now we have an over flowing library for her to choose from and she LOVES to read.
Also, since she is turning one, I would look for a toy good for 18 months and beyond - it won't be long before she outgrows 'baby' toys.
Honestly, DD loves her ball popper, but it doesn't have long-term play value. It gets played with for 5-10 minutes, and then put back in the closet for a week or two. It doesn't earn a 'shelf spot' because it takes up more space than its play value earns (if that makes sense). She loves it while she plays with it - but there is only so much that they can do with it. (and fwiw, I hate the ball popper - I am constantly helping her chase balls, and the music is *so* annoying)
Books are always good.
Little People are great too - so many different sets/options. Livie's favorites are the circus and farm sets.
Any sort of pretend play is a hit around here. Melissa & Doug makes some great pretend food (high quality compared to what you will find at TRU), and Livie loves her babies and their high chairs, strollers, etc.
We also love manipulatives - blocks, duplos, etc. She will play with puzzles for very long chunks of time.
Depending on how much you want to spend, does she have a sand/water table? How about a small climber to play with outside this fall, and inside this winter? (dd got one at this time last year, and still loves it) Or perhaps a cozy coupe?
Here are some other current favorites at our house...
OMG the sand water table idea is awesome too. More than we want to spend, but maybe we can go in on something like that with her other aunt or grandparents for next year.
If a sand/water table is something you would consider, check-out this one... not much more than you would spend on the ball popper! (and IMHO, money much better spent)

Thanks for the link! I'd have to quick ship it because the party is on Saturday. But that's not overpriced for my budget.
No problem
Some family friends have that table and DD played with it earlier this summer - she loved it! (and even though the picture shows just water, they had both sand and water in it, and it worked great)
Target has a water table that was around $30 that we have. DS got it last summer and still plays with it daily. Other hits at our house are foam blocks (and the traditional wood ones too), duplos, toy pots and pans (ikea has some cute sets for cheap!), and any of the little people stuff. We don't have the ball popper, but DS loves it at his cousins' and friends' houses.

Re: Good gift for a one year old girl?
I have yet to meet a kid that doesn't love the playskool ball popper.
every kid I have ever seen play with one loves it. We've had 4 and 5 year olds fighting over ours before.
How much are you looking to spend?
