So I went to our local baby store this weekend and tried out all the double strollers they had in store. I was only truly impressed with the Phil & Ted (which is the one I was leaning towards before going to the store) and the City Select.
I don't know if these kinds of posts are helpful but I thought I'd post my review.
Phil & Ted
Pros: Compact, 3 wheel, not *too* bulky, great for city walking/shopping/etc, cheaper than the city select, I like the combos and the fact that it will grow with dd and the new baby from newborn to toddlerhood, really isn't that much bigger than my single Kolcraft Contour stroller, doesn't feel like a double stroller
Cons: Heavier than the city select, kid in back kinda gets the raw end of the deal if we were to go to the zoo or something (although when I put dd in the back she loved it), easy to fold but not as easy as the city select, small basket
City Select
Pros: Easy to fold and I mean SUPER easy, tons of combos, easy to change seats, Both kids would be comfy, surprisingly lightweight, big basket
Cons: To me for city living and shopping it's bulky, I don't like the 4 wheels, the whole thing felt kinda long to me, I don't like the feel of it when you make it just a single stroller, all the "add-ons" can really make the price climb.
Both are great strollers and you really can't go wrong with either but we decided to go with the Phil & Ted. I was REALLY set on not having a bulky double stroller.
Re: 2nd timers- Phil & Ted vs. City Select
You mean like the infant bucket carseat? I didn't, only because I wouldn't use it, I plan on just using the newborn in back and toddler in front seating combo with the stroller. Or wearing the new baby and using the phil & ted as a single for dd.
I think you are correct though were if you want to use the infant carseat and seat a toddler it wouldn't work. So I can see how that would be a con to some people.

This is what I do - just put the baby in the flat position and the toddler in the toddler seat in front.
It always worked out fine. There were plenty of times that I used the P&T with my infant seat and let DD walk (she was 19 months when DS was born), but it was only for short distances (into mothers day out). Also, since they're only in the infant seat for such a short period of time compared to the period of time that you'd be using a double stroller, not being able to use the infant seat AND sit a toddler was just not an issue to me personally.
I'm glad you got the P&T!! I absolutely love mine and have finally sold my other THREE strollers! Its my favorite!
I bought the City Select this weekend after spending over 2 hours in the store (and many other weekends test driving everything). I think it's the most valuable for having a newborn and a 17 month old. I put DD in all the configurations and she seemed happy, plus both seats FULLY recline...DD still sleeps in her stroller, so I wanted that option.
I also tried the UppaBaby Vista which is nice as a single stroller, but when you add the rumbleseat, it's just not worth it for DD. she's stuck facing in and it does not recline.
I am interested in the Britax B-Ready. They didn't have it at the store yet (they will sometime this month)...it has 14 configurations with the seats, carseat and bassinet. The only downside is the 2nd seat is in the back like the P&T...I just hate that DD won't be able to see out of the stroller. BUT it does fully recline...so it is shorter, as compared to the City Select. The store I bought from said I can fully return the City Select or exchange if I need to. I left it at the store and will pick it up in Nov/Dec since I don't need it now. They advised that b/c hte warranty starts when it leaves the store. I wanted to buy it early to ensure all the pieces (i've heard of stores running out fo car seat adapters, etc.). I bought ALL of the accessories (2nd seat, bassinet and carseat adapter)...total was $869, so it was $$$$.
