10 weeks, when hospitalized for the onset of seizures. At first we blamed it on all the meds they used to stop the seizures and the meds for his MRI, but now I understand that while those made him really "stoned", the underlying issue was real.
EDIT: Forgot the other part of your question-- a pediatric neurologist, and it was reaffirmed by an PT and physiatrist.
I noticed it at about 6mo...Pediatrican blew it off...my sister is a physical therapy & confirmed my concerns...got Ped to recommend PT & EI. Early Intervention confirmed finally around 8mo.

Early Intervention was the 1st to tell us.
She was 17 months old.
Good lord - Isaac's tone was so low i should post a pip. So at birth I guess.

Jon- An OT who did an eval on him this past spring and 4.5 years old.
Matthew- The school district when they did his eval at 3.5.
Chris- EI at 15 months old.
