Who lives in the same house as you and is outside of said house wasted out of his mind while playing the guitar really loud and singing on the porch?

Because umm the guy who lives upstairs, who is also the guy who has the cat that attacked my dog is doing that at this very moment.

Its starting to get annoying. His words aren't even making any sense.

My old neighbors called the cops on each other all the time. And they were married.

Unfortunately, there's probably not much they can do unless there's a sound ordinance that has already begun tonight.

Maybe you can just ask to play with him?

I think if he's outside, it's considered public intoxication. Otherwise, you could probably get him on a noise complaint.

My landlord is his stepfather. I think if he continues past another 15 minutes or so I may call him instead.

They pick him up a lot while he is wasted.

I am too scared of him to actually go out there and ask him to stop..
