this may be a little to much of a mommy care package but its what i have in mind for ds1's package.
shampoo/conditioner, razors, shaving cream, soap, tooth brush, tooth paste, floss, mouth wash, laundry detergent, towels, wash clothes, socks, alarm clock, and then things like non perishable food like pop corn, tea bags, coffee singles and so on.
I think those Visa giftcards are a perfect gift for college students, because they almost always need money for something. Non-perishable, easy to make food items are good, too - popcorn, tea, hot chocolate, granola bars, chips, kraft... all that junk that you eat in the dorms. Rolls of quarters for laundry. Cleaning supplies.
DH's niece was a freshman last year and I sent her one each month. Here were some things I sent- not all at once:
EasyMac, goofy socks, flannel pjs, funky hat, a scarf, a mini simon says game, a pck of mini hi-liters, some carabeaners, silly magnets, ditto quarters, bicycle repair kit, air thing for cleaning the keyboard, a mousepad with a pic of her and my DD on it, hmmmm... that's all i remember, but there were lots of different things. I thinl the joy is getting a package notice more than anything!

Easy to pack/toss in your bag snacks (fruit bars, snack sacks etc...), a nice water bottle (her fav color), pens, sticky note pads, sticky tabs (used these all of the time in my college books), fun highlighters, microwave popcorn, rolls of quarters for laundry, mac and cheese, fav candy, I also loved photos of family that I could hang on my wall, maybe a cute calendar to hang, msg board, gum, ear plugs for nights when others are making to much noise, etc....
