It's hard to say if it would be safe. One thing you do want to check is how it's sewn. You would want the straps to be x-boxed stiched inside of the body of the carrier, not sewn right where they meet. Here's a picture to hopefully show what I mean.
You also need to ask how many layers the body of the carrier is made up of, and what type of material. You want to make sure it's a sturdy carrier, so the sewing needs to be done correctly and it needs to be made with good strong materials.

I should also put, that sometimes you won't see the x-box stitching. They do that onto the sturdy inner part of the mei tai, and then have the pretty fabric over that. You would need to ask for the info from the buyer. When you have a mei tai that's done that way, you can still feel the x-boxing.

I wouldn't. If it looks too good to be true, it probably is. I wouldn't trust a MT that cheap- you couldn't even buy the fabric and materials for that cheap, much less factor in time sewing. I would want a carrier that had been WELL weight tested. My bet is that this is missing the heavy canvas/twill layer for support.
I would stalk TBW FSOT for a used MT from a better known vendor. I've seen babyhawks for $45-$50.
I bought a MT from https://www.etsy.com/shop/AnnaCarrieBaby its pretty good, doesn't have a padded waist but does have padded shoulders. Its good for smaller babies. it was $29
