I've heard good things about Shady Oak Beach, but I haven't been there. I think it's around $5.
Libbs Lake is free and has a decent little swimming beach with docks you can jump off of and such. It's a public park so it has a restroom, drinking fountain, etc.
I agree - the Elm Creek one is great. We went once last year. Don't live super close but I'd like to try to get there again. We also drove by a place in Bloomington a few weeks ago I want to try - it was the Bloomington Aquatic Center I think? Right by the Kent Hrbek Ball fields. That looked fun and I think they had a wading pool.
We've been going to the wading/splash pool at Minnehaha Park and it's got the fountains and stuff, and it's free. DD loves it!
Lake Bryant in Eden Prairie - it's free as long as you don't have a boat! They have some umbrella's in the sand for shade! There is a place to buy food. I think you rent some water stuff as well.
We have been spending a lot of time in the free wading pools in the very southwest corner of Minneapolis. Armatage park is the one we frequent (just a few blocks north of 62 on penn), but check them out at Minneapolis Parks online.
Also, Bush Lake Beach is great because the large play structure is nearby in Hyland park.
Lake Bryant in Eden Prairie - it's free as long as you don't have a boat! They have some umbrella's in the sand for shade! There is a place to buy food. I think you rent some water stuff as well.

It may be a haul for you but Lake George is great!! Bunker Park also has a good water park.

I am personally not a lake fan. I am one of those weirdo who keeps waiting to be swallowed by a fi'sh or something, lol!!
But Sandventure in Shakopee is AWESOME! It's a sand bottom pool, so it's like a clean lake. 1 and under are free, and adults are $7.
I'm not a lake person either, that's why I love Elm Creek swimming pond. It's the same concept - man-made, chlorinated, sand bottom pond...and clean!
