    The only place I could find was Target. They were a tad big to begin, but I shrunk them :)

    old navy, gap, target, meijer, walmart???  you will most likely have to get a 2T, that is the smallest size i've ever seen underwear in.  or just get toddler girls panties....they may be smaller than boys.  good luck!

    My daughter is 25 pounds exactly and we bought her underwear from walmart.  It came in a pack of 10 for about seven bucks.  It fits her perfectly!  You find it in the baby section, not the underwear section.

    Alright...guess I'll go back to walmart and get those 2Ts. And maybe shrink them :)

    There are Gerber training undies on amazon for 18 monthers. They would be a bit smaller than 2T but not sure if you want the extra padding in there.
