  I put a layer of mozzarella over the top, so I remove the foil for the last 10-15 minutes so the cheese browns.

  I make them uncovered. and the recipe I use says to cook them uncovered.

  I also baked mine uncovered and they have never been crunchy.  If they get crunchy uncovered you are cooking them too long.
