A new daycare opened in our town this week, and an acquaintence of mine's kids (ages 4 & 7) go there. Today I was at the pool & saw some kids from the daycare there. A LOT OF KIDS. With four incompetent looking adults, who pretty much let the kids have the run of the place while they chatted and watched the youngest ones. Not only were the kids shoving other kids & just being generally rude, but I really felt like the kids were in danger. At one point, a little girl was found sobbing, alone and scared. One of the ladies finally got to her after being paged. Then when I was in the pool, a little boy (maybe 3) was too far out & was screaming/sputtering and kept going under water. I fished him out & finally determined he came from that group. When I brought him back, one of the ladies yelled at him for "going past the line."
I should tell the person I know whose kids were with that group, right? Anything else I should do?

Oh definitely tell your friend about what happened. What kind of daycare lets a 3 year old go into the water by themselves? Regardless of whether they could swim or not-that's really dangerous.
I would also call the daycare to speak to the manager and let her know that you encountered the group while out and that you saw some things that were less than impressive.

This. As a former lifeguard who had to jump in to save a drowning 4-year-old when his dad was about three feet away, back turned on his cell, I've gotta say I'd take this to the top and report it. I think all too often people think they can use lifeguards as babysitters, but it's really not the case.
I have actually worked in a daycare setting before, and IMO this is totally unacceptable of them! If it is a licensed daycare, they should have a certain amount of adults per children for the children's safety. It sounds like from your description that ratio wasn't accurate. Also, shouting across the daycare at a child is absurd! They should have walked over to the child who "crossed the line," told him what he was doing wrong and that it was dangerous, and redirected him. JEESH!
Not to mention that using a "don't cross the line" theory instead of actually supervising THREE-YEAR OLDS in a pool is absurd.
