I made DDs tutu using an elastic waistband and four colors of tulle (light pink, dark pink, white and green bought on 6 in rolls). I alternated the colors, using one strip in each knot and I thought it came out pretty full and pretty. Here's a couple pictures of her tutu. My siggy pic is one of my favorites from her photo shot, though you can't see the tutu that well in it.
Oh, and for cupcake ideas, I saw some cute sandals with cupcakes on them at Gymboree, which would be adorable if they matched her party outfit.
I am also looking at ideas for DD's birthday. I am not as crafty and will probably purchase one from etsy. Here are a few I am looking at with cupcakes:

Seriously, its easy. You just have to measure and then sew the elastic waistband shut, cut your tulle to the right length and tie them on. The tying takes a while, but the whole thing can be done in a couple hours. Its easiest to use the 6 in rolls of tulle sold at most craft stores (I found them at Michaels and Joannes in the wedding section. I used this lady's tutorial and it worked for me. I know there is a commonly referred bump tutuorial, but I don't know which one it is. There are also videos on you tube. The materials don't cost much. You could always try it and if you don't like it, go ahead and buy one. BTW, Gap has some really cute tutus right now. Good luck!
