Were not doing it as a 1st birthday but DS's room is this theme.
You could give little boat favors, or boat shaped cookie favors. I did cookie favors for DS's baptism and they were a big hit. I got them from etsy. You could make the tables look like sailboats by making the sail on the table.

we're doing a nautical/crab theme and I found tons of different stuff on etsy. I'd check that out even just to get ideas. If you're crafty and can do it yourself you could probably save some money but I work 42 hours a week so I'll be buying mostly.
We are, we are hand-making each invitation. My sister has a Cricut, and I got a couple of "beachy" cartridges, so we will be utilizing that for alot of the decorations. Also I thought of getting a few sandbuckets and such for decorations, that we will be able to use for when DS is older.
I just got the new 1st wishes catalog and they have a really cute theme like that. You should check it out. I ordered stuff from them and I was really impressed with the quality and fast shipping.
