I am wearing black work pants, black heels, a short sleeved plum purple shirt with ruffles down the front, pearl earrings and a black headband with a plum purple flower on it. No cleavage, no tight pants.
Can someone please tell me what is so inappropriate about my outfit? He tells me that headband is not work appropriate and should be left for when I go out to the bar.

If it happens again and he's being a real pest, I'd talk to your supervisor, starting the conversation by "It has been mentioned to me that my outfit today is questionable for work and I'd appreciate a second opinion" If your outfit is as cute (and business appropriate) as we all think it is, then the supervisor will confirm this to you and may ask you who said it.
Interestingly enough I've had a similar comment made before to me by a difficult to deal with woman and after asking a coworker I went to one of our supervisors. His response was basically I was fine and not to worry about it. These type of people usually cause their own problems and aren't worth your time but at least mentioning it to a supervisor casually you're covering yourself but also altering him/her of the problem.
