I recently made my daughter a no-sew tutu. I bought 2 yards of each color. I used 3 colors. I just had to cut it up so the lenght was what I wanted it to be when each piece was folded in half. Here is website I followed when making hers. It turned out great!! I really like the simple looping to make it. Only took me an hour or so. I used dark pink, green and light pink. My daughters was a big shorter and a little fuller than the one she shows too.
I prefer shorter, fuller tutus, and I'd much rather use the pre-cut rolls than cut up yardage, so take this FWIW. But, I use 2 25yd rolls of 6" tulle for a very full, rather short tutu. For a longer, floppier tutu, I'd use at least 3 rolls.
THIS! Its soooo much easier to buy the rolls of 6'' tulle and cut them. I think the last one I made her was 6" rolls cut into 30" strips, then folded in half to loop and make 15'' long. I like them shorter and fuller, too!
