  They do have them at Target, but they aren't where you'd think they are.  I found them back by the outdoor toy area in an aisle that also had goggles, nalgene bottles and cold soft-sided coolers.

  I also found mine at Target... in the sporting goods section.

  I also saw some in the One Step Ahead magazine.

  I found mine in Target for $8, they were along the back wall of the shoe section.

  I found them at Target. They were not in the children's section though. They were in the back where the sporting good items were.

  I found water sandals at the Stride Rite outlet for DD. I had a coupon and they were on sale so they were only about $15.

  Target and Walmart have them in the pool section. Stride Rite and Gymboree have them. Maybe Old Navy too.
