The breaking of the levees was a man made disaster.
The response of the government ( or lack thereof) was a systematic disaster.
The tone of this BPS, which indicates that the residents of New Orleans are somehow at fault for living in a city that is below sea level, is a moral disaster.
Whoever wrote that BPS should be ashamed of themselves.

I said I disagree...what part of the country ISN'T prone to some sort of natural disasters? If it's not hurricaines, it's tornados, floods, earthquakes, etc

I massively disagree with this!!! I was born and raised in New Orleans, and lived there during Katrina. It was a horrible time!
Try being stuck in evacuation traffic by yourself with a 21 month old for 15 hours, to go a distance that normally takes 2 hours. Or telling your son that he can't go home b/c they won't let you, or explaining that his stuff is gone. (I heard "mommy, i go swim!", and had to break his heart by telling him the pool went "bye bye".) Not old enough to understand, and yet he knew something was different.
I never wanted anyone to feel sorry for me b/c of what we dealt with, but at the same time, to poke fun of what was a very difficult time for us, strikes a really bad chord with me.

It's pretty insensitive. I live in California where a major earthquake is overdue. It can happen any time, rain or shine. Am I packing up and leaving?...no.
