I am a doula in the Philadelphia area. As far as I know, the standard rule for all the hospitals and bryn mawr birth center is that you may labor in their tubs (if they have one and it is working and available) but you may not deliver in it. They want you out of the tub with plenty of time to push a baby out.
I believe that if a water birth is what you are seeking, you could look into the Wilmington Birth Center, possibly Valley BirthPlace (they just reopened their birth center, and if they have the right tub I bet they do allow you to birth in them) or at home with midwives and your own rented aquadoula tub (which I've done myself and would recommend it as your best and safest option if you are low risk and wanting a non medicated birth in water.
