You may also visit Youtube and search for car seat crash tests to view the differences in forward and rear-facing.
Alabama specifically states that a baby must be one year old or 20 pounds to turn forward facing (yes, the AL law says OR here - some say one year AND 20 pounds). But as the other link and crash tests suggest, it is exponentially safer for children to be rear-facing as long as possible.
