goodie bags/favors for 1 year olds?

We are inviting Owen's playgroup friends (all will be between 9-15 mos) and renting the soft playroom near our house for the first birthday party. We're not doing cake/food because you can't have food in the playroom. Most of the babies wouldn't be eating it anyway and they are used to sitting in highchairs.

Are you planning to do a party favor for your 1 year old's bday party and if so, what would it be?

I was thinking of some teething cookies since they come wrapped in packs of two, a peek-a-block or other toy that come in groups and I could divide up, and maybe a take-and-toss toddler spoon since those also come in groups of 8+...any other ideas?

Mum mums, and maybe a shovel and pail for each? Or latex-free balls.
