SUPER easy. I just made two and they turned out really well minus a couple of tears to the tissue paper which are hardly noticeable. Just be really gentle when pulling the pieces apart and you won't tear it at all. Just google tissue paper pompoms and you will get a bunch of how-to's. GL.

Yup, ridiculously easy and cheap (since you can get the tissue at $ stores). I can't believe people actually pay the prices those Etsy stores charge for them. The most difficult part is pulling them open without ripping them and when you buy them you still need to do that step anyway!
