Weird bumps on chest and back

For the past couple days Sebastian has had these weird bumps on his chest and back. They are very small andthe same color as his skin where they are located. I was thinking they could be heat rash but after googling images of heat rash it doesn't look that dramatic, nor is it red. Anyone think it's something else or can you confirm that it is heat rash? Has your LO had it?

milia? basically dead skin gets clogged near the surface.

I've gotten that and it sounds like heat rash. Mine is usually skin colored and it's not really noticeable unless you touch it. It goes away in a day or so.
