IMHO here's what I would do if I were you:
I'd hang the rod at the very top, almost to the ceiling. This way you could also have 1 or 2 extra support arms to help support the bar in the middle so it won't sag. And you can still let light in during the day from the arch part too.
Then I'd purchase one more green panel too if they're still available. Sew 2 curtains together lengthwise so it only looks like 2 extra-width panels. Right now, with the 3 panels the symmetry would be off when you open the curtains. Also, this will add a lot of extra fabric so light would be even less likely to seep through. AND if you do this, you'd have plenty of curtain width to use the "designer trick" to slightly extend the width of the rod so that when the curtains are drawn open it makes the window look huge and allows a lot of light in too.
And again, I love love love LoL so ordering the single panel would be fantastic OR if it's cheaper to order just a bedsheet (like a LoL print flat sheet) and then just line it with simple white fabric or even canvas and use it to add length to the bottom of the panels. Also, you shouldn't have to worry about lining it with blackout fabric since it appears the patterned fabric would be below the window sill anyway. A ribbon might be cute but sew the curtains first before you go ahead and buy the ribbon...I always seem to change my mind on trimmings after the project's complete.
