A family member has no social skills, particularly etiquette, to the point of hurting people's feelings and, just recently, making them cry. Also she's a selfish jerk so I don't care much if she doesn't like me. Should I give her 'Etiquette for Dummies' for her birthday?

Shoot, somebody needs to do it. And since you said you don't care if she likes you, you'd be doing everyone a favor.
If nothing else, she might learn to avoid you (bonus for you!)
