Pregnant women in Taiwan required to have an Amnio?

A friend born and raised in Taiwan told me that women over age 34 are required BY LAW to get an amnio/I couldn't find anything on the internet to support this claim and I'm wondering if she is misinformed. How could the government require someone to undergo a medical procedure? This seems so bizzare!!
