Would you hate it if you were invited to a morning party? They're all at school before then on a weekday, so I figure all the kids and parents would be up well before then anyway.
DD is an early riser and so she automatically wakes up a 7am. So 9:30am would work for us. It's the 2pm parties that I don't like because that's in the middle of DD's nap time!
I would not be happy going to a 9:30 party. Even though we're up early and usually out the door before then on the weekday, the weekends just feel as if they should be a bit more relaxed where we shouldn't have to rush anywhere. But 10:00 or 10:30 wouldn't feel as early for some reason.
F wakes up between 8:30am and 9am, so a 9:30am start would be rough for us. We never make it to 9:30am playgroup on time. I think 10am sounds more reasonable.
I went ahead and booked it for 9:30. So they'll be having a morning snack of cake at 10:30, but I did get them to let me bring a fruit tray in too, so at least there's a healthy option if anyone wants it.
Re: Birthday party starting at 9:30am for a 3yo
I would love it. I don't know anyone with small kids that's not up by 8 at the latest personally. That's plenty of time to get ready and out the door.
I like the early parties. Kid parties tend to start 15-30 minutes later than the advertised time, so guests have a buffer.

So Tasty, So Yummy
9:30 sounds a lot earlier than 10:00, but either would be a good option.
The only thing I would worry about is hyping kids up on cake and then sending them home for lunch and a nap - LOL.
