  technically every Chicago police district should have people trained in this that work in the CAPS office.   what area do you live in?  i'm gonna say that this may be hit or miss too, depending on the district - and I'm a police officer, too.

  I live in the 'burbs and called our local police station.  They had someone who was certified to do the installation and inspection.  I took my car there with the seat in the box and the officer put it in for me.  He seemed very knowledgeable about the whole thing - showed me how he did everything, what to check each time we use the seat, filled out formal paperwork, etc.

  Some car dealerships have certified people too.  The Illinois State Police came to our mom's group so you might want to check with them.
