Most carriers that are worth their salt don't have a facing out option because of the research that indicates baby's need to face in (hip placement, overstimulation, etc.) That being said, pikkolo faces out and I have heard some good things about them but i don't have any experience with them. You could also face out with a ring sling or a wrap if you desired. A high back carry can have the same effect for babies that like to see out, but is easier on your back and better on their hips.
I have the Pikkolo and I think what makes it good for ffo is that the crotch width is adjustable. I got it from quirkybaby.com (I went to her house and tried on a few different ones and it fit me the best). I am willing to bet that if you emailed her she could tell you the what and why of who does ffo best, Jane is SUPER knowledgeable about babywearing. Hth!
