1/2 the time I change DD she pees as soon as I put the clean diaper under her bottom, which I try to do quickly before she pees on the changing table. Anyone have any ideas on how to prevent wasting diapers

What about faking her out? Go through the motions, undo the tabs, lift legs as if removing the diaper, wipe, repeat leg lift and see if she pees. I've done it a few times with LO and it's worked.
I also have a water proof pad on the top of the changing pad cover because she'll surprise me and randomly pee or poop without warning. This saves me time changing the changing pad. I just have to put the water proof pad in the wash.
Ditto PP, I just go slower.. let the cool air hit her lady parts, wipe her down, move her legs.. give her a chance to get it out, and then go in for the change really quick. I also have a bunch of those lap pads stacked up. Doesn't save the clothes or diaper, but does save the changing pad cover.
Oh, and she did this less and less as the weeks went on. Still surprises me now and then, but it's not every.single.time like the first couple of weeks. GL!
