The only purpose of a swim diaper is to contain poop. Some of them have a small absorbent layer, but absorbent material is really pretty pointless- it all gets soaked by the pool.

you can just use a cover but it will trap water inside it. I used a thirsties and a bummis cover in a pinch when we were in fl and Seth had literally cups of water trapped in the cover and flow out when we took it off. Real swim diapers won't do that. Our bummis swimmi cover keeps poop in while letting the pool water run out and not give the kid super soggy bottom.
I've always just used a cover and never had problems having water get trapped in the cover. We swam weekly all last summer and the summer before. If you do just use a cover, make sure it's one you don't care about because the chlorine will break down the PUL faster and if it has a print or color to it (I know you're looking for white but I thought I'd mention it) it will fade very quickly.
