I have poured water on my 2nd hand CDs to test out absorbancy before actual use and on a couple of them the water just balls up like on a freshly waxed car. I assume this means that I need to strip. I tried hand washing them with some blue Dawn but it didn't improve them much. Should I just do this again or is there another technique I should try? One is a BG 3.0 and one is a Thirsties if that makes any difference.

I would not spend a lot of time stripping them until you have tried them to see if they are actually repelling. They might work just fine on. I have heard a lot of people say the pouring water test doesn't actually work very well, especially if you don't have some force behind the water.
Also, boiling can work, but personally I would not boil anything with PUL. I have boiled inserts to help with stink, but boiling the PUL outer could mess with the waterproofing.
