I guess it's up to the individual and what you're comfortable with spending. I would give either something for each baby, or something that can/will be used for both, like a bottle sterilizer or diaper genie.
Are they same sex? I would think 2 gifts would be appropriate or double of something like 2 baby shampoos,2 towels, 2 powders etc.... Perhaps 2 boxes of diapers (small box) or just 1 jumbo box. With twins IMO you need double the stuff so I would say yes. Piggy Banks may be great gift ideas, you can find them cheap at Target. We got DS one there for $10 last weekend. GL!
I am not sure what etiquette would state but if I was in that situation: If I bought clothes, then I would get 2, if it was something that both babies could use than I would get one, ie. swing, diaper bag etc. Also, if you bought a large ticket item, I think buying one would be alright too, ie. crib.
I'm having twins and can tell you what was done for me... Most people did give me more than I think they would have for one baby. But not necessarily 2 gifts. I think they spent a little more in general though, which was not expected but greatly appreciated as this 2 baby thing is expensive!! HTH

This is how it worked at my shower

At my shower if I got clothes people usually gave me two outfits. If it was gear though I just got one. I did register for two car seats, Bumbo seats, etc. I ended up getting everything which is nice.

Same thing here. I got a TON of 0-3 months clothing and even with having two, I returned a bunch. Some things I did exchange for a bigger size, but with twins it's hard to know sizes. I would suggest practical gifts like diapers, wipes or gift cards. Not as exciting or cute, but the mom-to-be will appreciate it.
I think usually you just get one gift. It would probably be something that can be used for both babies. Personally, I would spend a little more than normal with twins.

I would spend a little more than I normally would and, even if my main gift was not clothes, get two outfits.
