Mine does, but SIL worked with him on it for weeks before he finally got it. Now he claps when he wants your attention. I don't think I'd worry about it, though! Everybody moves at their own pace!

DD didn't clap til about 11mo. She was afraid of the noise for a while, now she claps when she's mad! I keep telling her that the song says "if you're HAPPY and you know it" but she only claps when she's mad!

Charlize has been clapping since she was about 7 months. However, most things like crawling or whatnot she could care less about. She just likes to sit and clap at people. LOL

Closed handed clapping usually begins at 9 month and open handed clapping follows.
Grant started closed handed clapping around 7 months and open handed at 9 months.
It's like everything else .. waiving hi or bye, blowing kisses, etc - it's all about the personality of the child and what signs they are exposed to.
