In Colorado for foster care/foster to adopt, you can either be licensed through the county or through what's called a child placement agency(CPA).  If you're licensed through the county, you will only get a calls for placements through that county..there is one exception though.  Arapahoe and Jefferson counties have a collobrative program so you'd get calls for kiddos from Arapahoe or Jefferson counties. 

If you go through a CPA to be licensed, you are assigned a case manager from that agency who is the liason to the diffent counties that work with them.  For example. our agency works with Denver, Arapahoe, Jefferson, Douglas, Adams, Boulder, etc.  Our casemanager also would be checking in with us for any issues, concerns, etc when we have a placement as well as the kiddos caseworker.  The county pays the CPA  a little more as the CPA also provides extra services for the kids-casemanager from CPA checking in more frequently, possible therapeutice services, etc.  They also have activities for the kiddos, support groups for foster parents, trainings, etc.  Also, some agencies have several programs with in them..domestic adoption, international adoption, and foster care.  Some are religious based but do not require the foster home to be that religion/religious

If you have any questions about any of the agencies, let me know.  Since I used to work for human services, I've work with several of the different placement agencies.  I think there are pro's and con's to going through the county as well going through a CPA.
