Gifts are a nice, polite way of saying "Thank you for putting together this shower", aside from a Thank You card (I did both).
How much you spend can depend on your budget or the shower setting. For example, I had 2 showers hosted by family (DH's family & mine are oil and water) and I bought 1 side some monogrammed tote bags and a bracelet, the other side a 3 piece jewelry set from Macy's that was 75% off. My office manager and supervisor threw me a shower and I bought some gift sets from Bath & Body Works for them, one was a cooking/kitchen gift set and the other was a gardening gift set (with scented soaps and lotions in each).
What you buy depends on your budget and setting. I went low key with the work shower because it was a casual, pot luck affair. Versus the family showers which were more cocktail-like attire and setting.

Its a good idea to do a little something (buy lunch, take her to the spa or get her something) as a token of appreciation for a hostess (or host-- you never know) that takes the time to host a shower for you.
It doesn't have to be big. I've gotten a nice card and a gift certificate to barnes & nobles (they know I LOVE to read so it meant something to me) when I threw showers for my girlfriends.
I would advise something personalized or that will mean something to the individual who is hosting a shower for you. It just shows that you know how thoughtful and delighted you are to have them think of you at this special time in your life.

Hope that helps!
