7 weeks ago at my 19w ultrasound he was breech. That wsa the only concern my dr. had about the ultrasound. I seriously think he is still breech. A lot of the movements are below my belly button or to the side. Occasionally I get a kick right near my belly button.

I find it odd that your Dr was concerned about a breech position this early on.
There's pleeeeeeeeenty of time for baby to get into position.

Ours is still breech, too. Actually, we're going in for another ultrasound this week to check his/her position, but I'm pretty sure the baby is still breech based on the kicks I've been feeling.
My doctor wants to monitor our baby with monthly u/s if it remains in a breech position because breech babies don't always measure right. Apparently, our baby's head was measuring about a week behind the rest of it's body at 20 weeks. It has something to do with the shape of the head in breech versus head-first babies. My doctor said as long as the baby is breech, we'll continue to do monthly u/s to check it's head measurements. So it's nothing to be too concerned about it this point, but it's definitely something my doctor is monitoring.
