Canon Power Shots are pretty decent. Canon also has a loyalty program that you can trade up with. I just traded my Rebel for a 50D and got over $400 off the price.
My SO found a Rebel with some sort of fancy lens on it while mowing an office complex last summer. It had grass clippings all over it and no pictures on it. He thought it looked like someone had just thrown it out a car window while driving by. I had no idea how to go about finding the owner. I have it sitting in a drawer. I guess I should get it out and see about using it.
No help to you, but I guess I didn't realize they were that nice.
Re: So...if you can't afford a Rebel...
Ideally, im thinking between 150 and 200, but would go up to 300 if i absolutely loved it and knew it would last.
If this helps, I love doing natural light photography.
