  Emma is popular, but I guess I wouldn't think of Emme as being popular. (Not in my area anyway). Emily would work for either.

  My daughter's name is Emmeline (we took the spelling from Emmeline Pankhurst), and we have a few older family members who have nick-named her Emme. Pretty much any variationof Emily/Amelia would work.
