  The YMCA located in Burlington offers this for non-members. I'm not sure if the swim lessons are in the outdoor or indoor pool during the summer months.

  My kids have done lots of lessons at Town & Country.  We're members but I know you do not have to be to do the lessons, they just cost a little more for non-members (not much more).

  duh... I just read the "outdoor" part.  Sorry, my reply is no help.

  Silverlake in Erlanger has an indoor pool. You don't not have to be a member to take clasess. https://www.silverlakefamily.com/silverlake/index.htm

  I think last summer they closed it to the public. I wonder if they will offer summer swim classes this year?
