and would be willing to go to the indoor play area called "the blast"( it's in the community center) and let me know if their is a "little kids" area. I would like to head over there so I could take photos & write up a review for my blog but would hate to waste my time if there is no area for little ones to play in.

I've only taken my older child and he was 4-5 at the time. There was plenty for him to do, but not a lot for the toddler that was with us. I'm guessing the reason they don't start charging until 18 months is that there isn't anything for smaller kids to do, definitely nothing for the non-walkers. There were a couple things an 18 month - 2.5 or 3 yr old to do - a smaller slide mostly. Even a 3 yr old I would caution to try and bring an older kid to help them through the big climbing equipment, unless you're one that likes climbing through plastic tubes too. This was a few years back so they could have expanded since then, but I doubt they have since there wouldn't really be anywhere to expand to since the available floor area was already quite small.
As for older kids and these indoor playgrounds, I really don't get it. Sure they are bigger and it is nice that there isn't food present, but my kid will play just as long at a free McDonald's Playland. We just wear old play clothes and make sure to hose him down good when we get home since the McDonald ones tend to be pretty gross with very few washing their hands between eating and playing. It seriously grosses me out that parents let their kids go climb while they get the food and then the kids sit at a table (well, hopefully they sit) and eat after playing in the tubes without washing their hands. Then they go right back to playing with their greasy hands. Like I said, old clothes and a bath upon getting home and you just saved yourself $5.
