i know they suggest on the packages of some sposies that you're supposed to flush solids before tossing the diaper, but i'm sure not many people actually do it.
is it technically legal to dispose of human waste in a trash can? you have to have special waste collections for other biohazardous waste, why are diapers somehow exempt?

Its not illegal as long as the waste collectors are in no danger of coming in contact with it. If the disposable diaper is wrapped up and bagged then its fine. The gov recognizes that the cost and logistics of creating special ways to dispose of diaper waste would be astronomical and a huge pain in the butt.
I can put my IVF needles in the trash as long as they are in a separate plastic container. Doesn't even have to be a special sharps/biohazard container. Sometimes I put them in a gatorade bottle and write BIOHAZARD with a sharpie.
Actually while it is gross, human waste materials like urine and feces are not generally considered a biohazzard unless they are known or highly suspected of having infectious agents or blood in them.
In the hospital, we throw away the soiled briefs (adult diapers) and foley catheter bags/tubes in the regular trash.
