Our library has storytime divided up into age groups. Wed is the 0-12 months, then Fri is12-24 and 24-36. They call them "Babygarten" classes... After that, the kids all go to the "regular" storytime.
I would take your LO, knowing that they might to a craft project she can't do. But I am sure she would still love the story and seeing the other kids!

Ours has it broken up by age as well (under 2 and 2-5, I think). If I were you, I might try to go, but be prepared to leave. One of the libraries near me expects the children to sit in your lap the entire time at the under 2 storytime. Yeah, right. Maybe for under 6 months, but not so much for my 20-month-old. That one is so structured, it should be for the older kids! Another one I've been to is much better, where kids can roam around if they want and they sing songs and play with scarves and stuff.
You might want to look into other libraries around your area to see if they have different age groups.
We have story time for kids under 2 and kids older than 2. We go to the younger group and DD enjoys, I'm not sure she would the older story time, honestly. But you could always try and go and see how she does. Or maybe check out a different library?
Re: Library Storytime
Our has a story time once a week for kids under 2, and then 2 story times for kids 2-5.
My library has a special story time for 1 - 2 year olds. But I would take your child anyway. since you will be there i don't see the harm
