As I teacher I have to say I have never encountered teasing over a child's name ever I think so many kids have uncommon names now that there is very little if no teasing. ?Therefore if you like it go for it!!
I wouldn't worry about it. My name rhymes with pee. Did I get teased? It came up a few times in elementary school - it was a life lesson on how to appropriately deal with teasing. And besides, I think that almost any name can be made fun of in one way or another. Ie; Juicy Lucy, Alyssa-pissa, Leo-tard, etc.
My daughter is Penelope. She is still a baby, so we haven't really encountered other children teasing, but our nieces and nephews don't think anything of the name and haven't come up with anything like that.
Honestly, I think that making fun of names has less to do with a name and more to do with the kid him/herself. I have a highly unusual name that has lots of potential teasing nicknames. Sometimes my friends might have referred to me by those in jest when I was in high school or college, but no one in elementary school never made fun of my name.

No worries- kids get teased all the time for "normal" names too (not that Penelope isn't normal, but you know what I mean).
I teach 6th grade and most of the "name calling" that I hear is either based off of the kid's last name (Boumenot becomes "Booby-snot"), or doesn't have to do with their actual name at all ("corn-head").

I'm "Amanda" which inevitably turned into "A man da hug and kiss". Kids get teased - it happens....you'll be hard pressed to find a name that some little brat won't be able to turn into something mean. It's all in how you handle it when it happens if it does.
If it's a name you love - teach her to love it despite what anyone else says.
Re: Worried about teasing
I like Penelope.
I think no matter what you name a child they will get teased about their name. It's pretty inevitable.
kids will get teased no matter what their name is-just teach your kid to handle it appropriately!
go with the name you love and don't worry about other people
Penelope is a darling name. Don't let a potential tease turn you off of it.
Kids will make fun of anyone about anything if they want to, I would be more worried about the La-a's and Shi-theads of the world
